Eligibility for library services
Loaning privileges shall be available to all persons without paying a fee:
1) who are legally resident of Codington County;
2) who are legal owners of real property in Codington County; or
3) who are students attending a school within Watertown;
So long as they do not owe fines or fees in any amount to other libraries.
